What is the aim of the National Contract?

The NHS is implementing measures to gain best value for money and highest quality from its temporary staffing workforce. The NHS Purchasing and Supply Agency established National Framework Agreements for different staff types including allied health professionals and health science staff.

Reed Health is an approved supplier under the new Framework Agreement and enters into Service Level Agreements (SLAs) with NHS Trusts and PCTs under its auspices. Approved supplier status has been acheived by demonstrating our stringent complinace criteria and competitive pricing model.

How does my Trust benefit from the Framework Agreement?

NHS Employers' Code of Practice for the International recruitment of Healthcare Professionals

The new National Framework Agreement incorporates the NHS Employers' Code of Practice for the international recruitment of healthcare professionals. This protects the under-resourced healthcare systems of developing nations; the Code of Practice prohibitis approved agencies from recruiting and placing temporary or permanent healthcare professionals from a developing countries in to the UK. This includes Nurses, Allied Health Professionals (AHPs) and Doctors. All supplirers must be signed up to the code by 15th May 2006. Reed Health has been signed up since Febraury 2003.

The Scottish Contract for Medical Locums and Allied Health Professionals

The NHS has adopted measures to gain best value for money and highest quality from its temporary staffing workforce. In Scotland, Scottish Healthcare Supplies have established a National Contract for medical and allied health professional locums. Reed Health Group is one of only a handul of approved suppliers under this contract using its Reed Doctor and Reed Health divisions respectively. The Contract provides the Scottish Health Boards with a beneficial pricing framework and the knowledge that the approved suppliers have met the quality criteria required to become approved.


Key Aspects of the Scottish Contract for Medical Locums and Allied Health Professionals

• The Contract, procured by Scottish Healthcare Supplies, covers all Health Boards in Scotland for all grades and specialties of doctor

• There are only three approved suppliers under the Contract for Medical Locums, of which Reed Doctor is one. There are four approved suppliers for AHP locums, one of which is also Reed Health

• All Health Boards are expected to move away from non-contracted agencies as quickly as possible to realise the benefits of the contract

• Health Boards are encouraged to enter into Service Level Agreements (SLAs) with the supplier(s) they wish to use. There are three SLA options:

Offer A – To access this offer then no supplier is given preference. You may call anyone as little or as often as you like.

Offer B – To access this offer you must select a supplier and always give them the first opportunity and allow them a reasonable time to work on the requirement.

Offer C – If you have decided to select a preferred supplier then the 2 remaining suppliers will automatically fall in to offer C.

• The choice of offer will determine the charges. Each approved supplier has agreed pay, charge and discount rates based on the offer chosen. In order to maximise the offerings of Reed Doctor/Reed Health, we would recommend choosing Offer B with Reed Health as your preferred supplier

• Only approved suppliers are required to undertake stringent vetting procedures when submitting doctors or AHPs for locum positions. This ensures that the employment criteria within the agreement are met, thus minimising risk to the NHS

• The International Code of Conduct on the recruitment of medical professionals to the
NHS is to be adhered to by all approved suppliers
